I purchashed the LearnPLUS | Education LMS Responsive Site Template (c512ec45-2e16-4432-9ab5-c3c69bbf11c9)Is this a complete site with admin’s contol panel?The admin login & Register dont work.Please advise.

No this is a HTML template only. It’s not a WordPress theme or another CMS theme that contains server-side functionality.
